Every year, the Romanian government, through the Ministry of Foreign Affairs, offers a number of scholarships to citizens from outside the European Union. Only candidates who have good academic results, with a minimum average of 7 (seven) in their most recent school graduation, in line with the Romanian registration system, or a "Good" grade, as applicable, are eligible.
Applicants can choose their preferred study program in all fields except Medicine, Dentistry, and Pharmacy. For Bachelor's and Master's degrees, study programs are available only in Romanian, thus promoting the Romanian language and culture. However, at the doctoral level, applicants can also choose a program in English or any other foreign language determined by the respective PhD school. A preparatory year in the Romanian language is also offered before joining the selected study program for those who do not speak Romanian. Required documents include diplomas, transcripts, birth certificates, passports, and resumes—detailed in the application process.

About the Romanian Government Scholarship 2025-2026
The Romanian Government Scholarship is one of the scholarships provided by the Romanian state to foreign citizens, through the Ministry of Foreign Affairs, for the 2025-2026 academic year, in accordance with Government Decision No. 288/1993. 85 scholarships are available for undergraduate and graduate studies in Romania.

Fields of Study under the Romanian Government Scholarship
The fields of study covered by the Romanian Government Scholarship are:
- Architecture, Visual Arts, Romanian Culture and Civilization, Journalism, Political and Administrative Sciences, Education, Social Sciences, Humanities, Art Studies, Oil and Gas, Agricultural Sciences, and Veterinary Medicine.
No scholarships are available for Medicine, Dentistry, and Pharmacy.
Study Levels Covered by the Romanian Government Scholarship 2025
A) First Cycle (Bachelor's Degree):
This program is for high school graduates or equivalent pre-university studies, as well as candidates wishing to continue their studies in Romania. The duration of undergraduate studies is from 3 to 6 years, depending on the chosen faculty, and concludes with a final examination (Licentiate).
B) Second Cycle (Master's Degree):
This program is for university graduates/advanced studies. The duration is 1.5 to 2 years and concludes with a thesis defense.
C) Third Cycle (PhD):
This program is for university graduates/advanced studies (Master's degree). The duration is 3 to 4 years, depending on the specific faculty requirements, and concludes with a doctoral thesis. Admission to the PhD program is subject to an entrance exam.
Language of Study and Language Certificates
To promote Romanian language and culture among foreign citizens:
- Scholarship recipients must study in Romanian only.
- Candidates who do not speak Romanian are provided with a preparatory year to learn the language.
- Students who have studied through the Romanian national program in public and private schools in Romanian for four consecutive years.
- Those holding Romanian language certificates for university admission in Romania, with the minimum required level being B1.
Benefits and Funding for the Romanian Government Scholarship 2025
Scholarship recipients are provided with the following facilities
- Exemption from paying registration fees or any other fees related to processing the application, Romanian language proficiency tests, admission exams for PhD studies, and specific competency tests.
- Funding for tuition fees during the Romanian language preparatory year.
- Funding for actual study tuition, not exceeding the duration of the university course corresponding to the study program followed.
- A monthly scholarship for students enrolled in the Romanian language preparatory year.
- Monthly scholarships for students enrolled in Bachelor's, Master's, or PhD programs, not exceeding the duration of the study course.
- Funding for accommodation in student dormitories, within the available support provided through the Ministry of Education's budget.
- Medical assistance in cases of medical emergencies and surgeries, and diseases that could potentially become endemic, in accordance with the applicable laws.
- Local public transport, including buses, metro, and local trains, provided under the same conditions as for Romanian students, according to legal provisions.
- Exemption from paying study visa fees. These facilities are granted throughout the study period, as follows:
- For students enrolled in the Romanian language preparatory year during its courses.
- For students enrolled in Bachelor's and Master's studies during the academic year and legal holidays (not during the summer vacation). If students are required to remain at the faculty for extracurricular activities or specific legal provisions, the rights will remain during the summer break.
- For full-time PhD students throughout the calendar year.
- An additional 30 days after completing university studies that last at least one year.
Admission Requirements for the Romanian Government Scholarship 2025
- Foreign citizens from all countries, except for EU member states. Citizens of Romanian origin and those belonging to historical Romanian communities benefiting from other scholarship programs are also eligible.
- Applicants must not hold Romanian nationality or have applied for it, nor have they requested any form of protection in Romania. They must not be stateless persons residing in Romania and officially recognized under the law, nor be members of the diplomatic corps in Bucharest or their families.
- Applicants must submit certified documents from accredited educational institutions, have good academic performance, and an academic record of at least 7 (seven) in their most recent school, in line with Romania's grading system ("Good").
- The candidate must be under 35 years old by December 31st of the year they are applying for the scholarship for Bachelor's and Master's studies, and under 45 years old for PhD or advanced studies.
Grading System for the Romanian Government Scholarship
- To qualify, it is important to have satisfactory academic performance. This means that your last school diploma should have a minimum grade of 7 (equivalent to "Good") according to the Romanian grading system. In Romania, the grading system ranges from 1 to 10, where 10 is the highest and 1 is the lowest, with 5 being the minimum passing grade.
- For candidates from countries using the Francophone grading system (0 to 20), the minimum grade required is 12 (equivalent to 7 in the Romanian grading system).
- For countries with a grading scale from 1 to 5, where 5 is the highest and 1 is the lowest, a minimum grade of 3.5 is required (equivalent to 7 in Romania's system).
- For countries using a grading scale from 1 to 4, a minimum grade of 2.8 is required (equivalent to 7 in Romania's system).
- For countries using an A-F grading system, a minimum grade of B is required (equivalent to 7 in the Romanian system).
How to Apply for the Romanian Government Scholarship 2025

- Enter your personal information and upload the required documents.
- Choose your university and desired study program. Make sure to select the preparatory year if you need to learn Romanian.
- Review your application, as no further edits can be made once submitted.

Documents Required for the Romanian Government Scholarship Application
Each applicant must create an account on the Romania Study Platform, fill out the required information, and upload the following documents:
- Diplomas/Certificates (High School Diploma or equivalent, Bachelor's, Master's, or PhD degrees, if applicable), along with their certified translations into English, French, Spanish, or Romanian, if available.
- Transcripts of completed studies, with certified translations.
- Birth Certificate (or an equivalent document), with a certified translation into English, French, Spanish, or Romanian.
- Passport or National Identity Document: First three pages with certified translation into English, French, Spanish, or Romanian.
- CV in English or French.
- For PhD applicants, a written consent from a PhD supervisor (in Romanian, English, or French), along with a letter of intent containing a list of scientific works, publications, and a detailed description of the proposed research project.
Additional documents may be required for specific cases (such as marriage certificates, proof of completion of studies, or parental consent for candidates under 18).
All documents must be scanned and uploaded in PDF format.
